Why This Recipe Works

Brown, or Not to Brown
The first step is a question: do you brown the meat and sweat the aromatics in a skillet first, or does everything go into the crock raw?
You have ten extra minutes and want the deepest flavour
Brown the ground beef or turkey over medium-high with a pinch of salt until no pink remains, 6 to 8 minutes, and drain. In the same pan, soften the onion and bell pepper in olive oil for 3 to 4 minutes, then the garlic for 30 seconds.
Browning is a chemical change, not just a colour one, and a slow cooker cannot produce it at any length of time — the pot never gets hot enough or dry enough. The fond left in the pan is what makes 'a rich base'.
You are short on time, or making it meat-free
Skip the skillet entirely and add everything to the slow cooker raw. The result is still delicious but slightly less complex.
With three cans of beans, crushed tomatoes and two tablespoons of chili powder already in the pot, there is plenty of flavour without the browning stage. This is also the route that makes the recipe vegetarian, since the meat is marked optional.
You skip the skillet AND you are using meat
Use fully thawed meat only, and check it with a thermometer before serving — 160°F (71°C) for ground beef, 165°F (74°C) for ground turkey.
This is the warning in step 7. Frozen meat in a slow cooker spends too long in the temperature range where bacteria multiply, and raw meat added straight to a crock gives you no browning cue to judge it by afterwards.
Ingredient Notes
- Ground beef or turkey
- One pound, and optional. Leaving it out and using vegetable broth makes the whole recipe vegetarian without changing anything else.
- Two cups of hot broth or water, separately listed
- This is a second liquid line existing only for the pasta stage. It is easy to read as part of the two cups already in the chili and pour it all in at the start.
- Dry elbow macaroni
- A cup and a half, added dry with 20 to 25 minutes left. Slow cookers vary enough that you should start checking at 15.
How to Make It
Brown, or don't
For the deepest flavour, brown the ground beef or turkey with a pinch of salt until no pink remains, 6 to 8 minutes, and drain. In the same pan, sauté the onion and bell pepper in olive oil 3 to 4 minutes, then the garlic for 30 seconds. Short on time, add everything raw instead.
Load the slow cooker
Add the meat if using, the aromatics, the rinsed beans, crushed tomatoes, tomatoes with green chiles, broth, chili powder, cumin, smoked paprika, oregano, salt, pepper and the optional brown sugar. Stir well.
Cook
Low for 6 to 7 hours or High for 3 to 4, melding the flavours and tenderising the beans while keeping them intact.
Add the macaroni
Switch to High. Stir in the dry elbow macaroni and 2 cups of hot water or broth. Cover and cook 20 to 25 minutes, stirring once halfway, just until al dente — start checking at 15 to 18 minutes. Add another half to one cup of hot liquid if it thickens too far, or uncover on High for a few minutes if it is too thin.
Finish with cheese
Stir in the shredded cheddar until glossy and melted, then adjust the salt, pepper and heat. A squeeze of lime or a splash of cider vinegar at the end brightens the pot.
Serve
Ladle into bowls and set out sour cream, green onions, cilantro, jalapeños, avocado and hot sauce.
Check the meat
Judge the meat with a food thermometer rather than by colour: ground beef must reach at least 160°F (71°C) and ground turkey at least 165°F (74°C). If you added the meat raw, use fully thawed meat only — never put frozen meat into a slow cooker.

- Rinse and drain the beans. Canning liquid is starchy and salty and there are three cans of it here.
